CEI's leadership has spent over 20 years in the manhole rehabilitation and trenchless pipeline industry — first running crews and equipment, later running estimates, projects, and P&Ls. That order matters. When the field runs into a problem on a CEI job, the person on the other end of the phone has been in the hole.
We are deliberately not the biggest contractor in the market. We are the one that shows up with the right equipment, the right crew, and the right paperwork — and doesn't disappear after the bid is awarded.

What pipe diameters does CEI line?
Our CIPP capability covers 6-inch through 96-inch gravity host pipes. For diameters or geometries outside a standard install, we'll tell you upfront and recommend the right alternative.
Which standards does CEI install to?
Mainline CIPP is installed to ASTM F1216 (inversion) or F1743 (pull-in-place), with third-party sample testing per ASTM D5813 or the specification's test regimen. Manhole coatings are applied per the manufacturer's data sheet and inspected with wet-film thickness gauges.
Does CEI provide bypass pumping?
Yes. We size bypass to the actual flow, provide redundant primary and standby pumps, and monitor 24/7 for the duration of the shutdown. Bypass is quoted line-by-line in every rehab proposal.
How quickly can CEI mobilize?
For emergency or agency-priority work, CEI can typically mobilize within 48–72 hours of award or work-order issuance anywhere in Florida, subject to material lead times on specialty resins and travel distance from Riviera Beach.
What deliverables come with a completed project?
Every project closes with pre- and post-installation CCTV, third-party test results on liner samples, wet-film logs on coatings, per-structure or per-run photographs, and a signed closeout summary. Deliverables are formatted to the owner's preference (WinCan, ITpipes, Granite, PDF).
